Hulls number four and six (with eight and nine) of the Santa Cruz class were earmarked to be built as aircraft carriers. The two ships were named for Argentinian National Days, Veintisiete Noviembre and Neuve de Julio. In the ten years of running the 25 de Mayo, the Argentinians had learnt a lot about what their next aircraft carriers should have.

The Neuve de Julio was supposed to be lead ship of a four ship class but the other 2 were cancelled as funds ran out. Being of a purpose built aircraft carrier when compared to the 25 de Mayo, the Neuve de Julio carried more aircraft on a ship of smaller size. The aircraft were the latest naval aircraft designs being produced by Argentina from designs purchased from the Germanic States.
